Not working with SEUR plugin

I added Credentials information for admin user.

To reproduce the issue:

1) Add a product to the cart. Less than 80€.
2) Go to checkout, select country ‘Spain / España’ and you will see that the message is not show.

In this page you will see the FREE rules for Portugal (PT) and Spain (ES) which is for orders above 150€: https://xocomon.com/wp-admin/admin.php?page=seur_rates_prices&tab=custom_rates

I need it work with:
1) Spain free rate (more than 80€ in cart)
and
2) Portugal free rate (more than 150€ in cart)
