Order of priority in RULES

Dear Team

Suppose we have the following settings:

Rules
-> Apply to languages: Dutch English Danish Swedish Italian French

-> Apply to billing countries: Belgium

Our shop is multlingual.

Assume that a customer with an IP address in Belgium visits our shop and has chosen French as shop language.
(Just to inform you, in some parts of Belgium French is spoken and in some other parts Dutch).

Question: Does het get the mails in French ?

Now lets assume that a customer with an IP address in Belgium visits our shop and has chosen Dutch as shop language.
Question: Does het get the mails in Dutch ?
