Photo Reviews is Not Synching with Woocommerce Reviews

We just noticed that the review count that Woocommerce is showing is different than the review count that Photo Reviews is showing. This appears to be affecting older reviews. Newly placed reviews are being counted.

For example on the page listed below at the top Woocommerce says 0 Customer Reviews. However if you scroll to the reviews section the Photo Reviews plugin shows 3 reviews.

Google Search Console notified us about the issue on this page because the rich snippets are not showing. Clearly there is some discrepancy between the photo reviews plugin and Woocommerce reviews.
