Plugin not working correctly

Another issue we are having is in the following scenario:

1) We have set free shipping from US starting at 115,00 EUR. 2) We visit our website through a US IP using VPN. 3) We see the correct message saying we get free shipping at 115,00 4) We add 1 product to the cart with a value of 35,00 and are being forwarded to the cart page. 5) We see a “congratulations you have free shipping” message on the cart page.

Expected result: Show the progress bar that tells me I need 80,00 more for free shipping.

Are there any specific woocommerce settings that need to be adjusted to get this to work?
