Position Popup Review Form on top of Product description

Hi,

I use elementor to design the single product page.
When I place this shortcode [woocommerce_photo_reviews_form type=’popup’] above product description, the “Write Your Review” button does not appear.

If I move the shortcode below product description, the button will appear.

Why does this happen? How can I make the Review Button appear on top of product description?
