    Hi Lavender.

    As per requested I create an new admin account for you to check for what reason the price is not updating with the price rules sated.
    I will attach a screen shot.

    The exchange rate is sated at 1x 18

    is the same price like on ali express.

    I would like to have a single rule with an increase by percentage for 11%
