Remove Comment as Mandatory field

How do I remove the comment (Your review) as a mandatory field and keep only (Your Ratings) as mandatory option (Please find attached screenshot)

Also, I have disabled the option of “Reviews can only be left by “verified owners” option but still I am prompted with ” You must be logged in to post a review.”
