Short code for WooCommerce Shipment Tracking Error

When adding the shortcode for woocommerce shipment tracking emails fail to send. I’m using the code below. I’ve attached a screenshot to show where I’m entering the code within an Order Complete email template. When testing the template the email never sends. I’m not seeing an error in the logs. The shipment tracking plugin we are using is the WooCommerce Shipment Tracking plugin.
