success message showing outside of zone

I’ve added a notification for international shipping. It seems to be working well when i check using the VPN for the international zones.

However, when i’m still getting the success message when i use it on domestic ip range.

example: the site is a singapore ecommerce portal and is now offering free shipping to UK and Australia. The functions are ok for UK and Australia.

But when i access from Singapore i still get the success message (of unlocking free shipping)???
