Hide when closed not working!

My popup is showing agian and agian after being closed even thoug i set it to not show agian until after 24 hours. its annoing that it is not working properly.

– I also have a request that the popup will show after x amount of time, after being closed turns into the popop icon, with posibility to close the popup icon and if the icon gets closed it will not be shown agian after loading another page.
